Engine order telegraph. There is another unit similar to this one in the wheelhouse - when the handle on the unit in the wheelhouse is moved, the pointer on this unit moves accordingly (and vice versa.) This tells the engineering crew how fast to go. There is no direct control of the engine from the wheelhouse.
